The Ministry of Health leads New Zealand’s health and disability system, and has overall responsibility for the management and development of that system. Among many other things, the Ministry of Health oversees the local distribution chain of medicines and controlled drugs within New Zealand.
The Ministry of Health as a wide range of responsibilities in New Zealand. Among them is the job of issuing and controlling licenses and certifications for the over 900 pharmacies across the country. Historically, pharmacies would apply for these certifications and licenses by submitting several forms manually.
The data provided then needed to be entered into the management systems by Ministry of Health staff – an inefficient and time-consuming process. The Ministry of Health approached Forge to help make this process more efficient for everyone involved, while also giving pharmacies more opportunity to self-manage and control their licenses.
The Ministry of Health had, over many years, invested in their existing license management processes. With staff well trained and significant investment made into optimising the system and the workflows within it, it was important to the Ministry of Health to build on top of this existing solution instead of starting from scratch.
What was needed, was a modern, intelligent user interface on top of this existing system that would make it easy for pharmacies around the country to apply for and manage their licenses online – and for that data to flow directly into the legacy system, removing the need for manual data entry.
In addition to improving efficiency, there was one other aspect that was extremely important to the Ministry of Health: Security. The ministry handles a significant amount of private information and keeping that data secure it a top priority. In addition, this particular project involved managing the licenses needed to buy and sell prescription drugs. Therefore, the Ministry of Health needed to be extremely confident that the information and processes are secure.
With this brief in mind, the Forge team designed and developed an intuitive web-application with security considered at every step. The team worked closely with the Ministry of Health to ensure the solution would fit within the existing architecture and that it would meet and exceed all security and compliance regulations.
The web-app was build using React. Being a front-end library, React allowed the team to build a sophisticated, robust platform quickly and iterate on it immediately based on client feedback. The new web-app was then connected to the existing license management system via APIs.
The result is an efficient, secure new process and system that allows pharmacies to self-manage their licenses and that removes manual data entry work for Ministry of Health staff. Pharmacies log into the system via the secure web-app to access relevant information related to their premises or ordering prescription drugs, view their license status and submit applications for new licenses. Several authentication steps along the way ensure the system is secure and that only authorised people can access the information. The data entered via the web-app then flows directly into the existing management system, without any manual data entry, where it connects with the existing and proven workflows to ensure licenses are processed correctly and efficiently.
